Tracking Revenues on PRXY

What are Revenues?

If your project has an operating asset, such as a hotel, hospital, restaurant or rental property, its revenue can count toward EB-5 job creation. The Revenues tab in the PRXY Portal is where you report that revenue so PRXY can verify it and add the resulting jobs to your Dashboard and PRXY Report.

Why some projects have this and others don't. A project built around a single transaction, such as building and selling homes, has no ongoing operations to attach jobs to. A project with an operating asset keeps employing staff and earning revenue once it opens, and your Economic Report may assign a jobs multiplier to that revenue, in addition to (or instead of) your construction spending.

How the calculation works. Your economist designates a stabilized year of operations, typically year two, as the basis. The revenue earned in that year is multiplied by a jobs-per-dollar figure specific to your project, the same way expenditures are multiplied to calculate construction jobs. Your Economic Report states the exact calculation; refer to it directly rather than estimating.

Tip: If your project is built and operating but its job count looks lower than expected, unreported revenue is a common reason.

Before you start

You can submit revenue once your project budget includes at least one revenue line item. Check the following:

  • A revenue line item is in your budget. PRXY sets these up from your Economic Report during onboarding, usually named by year or source, such as "Revenue (Year 2)", "Qualifying Hotel Revenue 2026" or "Leasing Revenue". Each carries the jobs multiplier from your Economic Report.

  • You know which period you're reporting. Match the revenue to the year or period your Economic Report uses, typically the stabilized year.

  • Your supporting document is ready. See What documentation is required below.

Don't see Revenues in your project's left-hand navigation, or no revenue category to pick? Contact PRXY at [email protected] to confirm whether your budget includes a revenue-based jobs multiplier.

How to submit revenue in the PRXY Portal

  1. From your project, select Revenues in the left-hand navigation.

  2. On the Revenue tab, select Add Revenue, choose the applicable category (for example, "2026 Revenue") and enter the amount for that period.

  3. Add more line items if you're reporting more than one revenue category.

  4. Upload your supporting document (see below).

  5. When everything looks correct, select Submit Revenue Report. This sends it to PRXY for review and approval.

Until you submit, the report stays editable as a draft. Use Delete Draft to start over.

What happens next: Draft → Submitted → Approved. If anything is missing, PRXY will reach out before approving.

Reporting past years? If your asset was already operating before you joined PRXY, submit one Revenue Report per period with its financial statement.

What documentation is required

Upload one document that proves the revenue was earned in the period you're reporting.

Preferred

Also accepted if neither preferred document is available

Financial statement (audited or unaudited)

Balance sheet or cash flow summary

Tax returns

Written verification from a CFO or equivalent

Unlike spending-based job creation, revenue doesn't need line-item support such as invoices or wage statements. The revenue figure itself is what's verified, so make sure the total on your document matches the amount you enter.

Where approved revenue shows up

Once PRXY approves a Revenue Report, the revenue and its jobs are added to your project's records:

  • Revenues list: every report you've drafted, submitted or had approved, with its amount and status. Open any report to see its line items and documents.

  • Dashboard: revenue-based jobs are added to your project's Jobs Projected, alongside jobs from project spending.

  • PRXY Report: includes approved revenue, which supports your Regional Center's annual I-956G filing and your investors' future I-829 petitions.

Best practice is to report revenue each period as it's earned, rather than waiting until it's needed for a filing.

FAQ

Is a Revenue Report the same as a Draw Request? No. A Revenue Report records revenue the project earned so it can count toward job creation. No capital moves from your NCE EB-5 Segregated Account.

My project hasn't reached its stabilized year yet. Should I report revenue now? Report it when you have the financial statement for the period your Economic Report uses. Earlier periods can be recorded as well.

I reported the wrong amount. If the report is still a draft, edit it or select Delete Draft. If you've already submitted, contact PRXY at [email protected] before it's approved.

Who can see my Revenue Reports? Any of your Project Admin Users and PRXY. Your Regional Center can view approved revenue.
